Springer’s listing for this stamp notes “same design as 1865.” And indeed, for the 100-cigar denomination, that year is indicated twice near the center of the design. But for use in 1866, the fives of “1865” were crudely modified to resemble the number 6. It is believed that this was an unofficial modification, and known only on Type I stamps — those with the larger of the two sizes of Lincoln heads used for this denomination.

The inspector’s surname isn’t easily deciphered from his signature, but his magenta ink manuscript appears to be G. W. B. D_____z, who worked in the 32nd District in NY.
