At the time this certificate was written, Jan. 4, 1889, the Civil War era documentary taxes had all been repealed, thus the stamp served no purpose. Though the cashier’s notation reads “not used,” the note bears a cashier’s handstamp indicating that it was paid one year to date, Jan. 4, 1890.
