In describing this item, Undersander cites an article from Postal History (May/June 1976, Vol. 18) in which Third Assistant Postmaster General Zevely wrote to inventor Fisk Mills endorsing his concept. Zevely noted the potential labor and cost-savings to the POD, and the inherent fraud-prevention aspect in that “the address must necessarily cancel the stamp.”
